JCE is authorized by the California Department of Toxic Substances Control (DTSC) as Universal Waste Handler. We can receive lamps containing mercury, batteries of all types, and all types of electronic scrap. We do not receive material that contains radioactive, explosive, or biological materials. JCE personnel will review your material at your facility to ensure it is properly packaged and labeled. Once the material is accepted and loaded on our vehicle, we accept responsibility for the safe and proper transportation to the recycling facility, offering you peace of mind.

Electronic Waste (E-Waste)

California State Regulations SB20 and SB50 require that any electronics containing a screen larger than four inches must be sent to a State approved recycler. This includes televisions and computer monitors, as well as things like medical equipment and testing equipment. Other electronics, such as computers and peripherals, printers, copiers, faxes, cell phones, CD/DVD players, and phone systems must also be recycled. These materials must all be packaged in a manner to ensure safe handling and transportation to minimize the risk of breakage. Each container must also be properly labeled during storage and transportation. JCE sends all electronic/electrical scrap for recycling to authorized facilities only. We do not send any of this material to landfill.

Batteries

Batteries contain corrosive materials and should be handled with care. Some batteries, if mishandled, can cause fires or even explosions. Batteries should be separated by chemistry types and properly packaged. Dry 1.5 volt alkaline batteries are exempted from the requirement to package the batteries individually or tape the contacts. All other batteries must be packaged in a manner to prevent accidental short circuits between the contacts. Each pallet, drum, or battery must be properly labeled, using the appropriate DOT shipping name.

Lamps

Lamps should be packaged unbroken into the original container or an approved lamp container and container should be marked as Universal Waste Lamps. Filled containers should be securely closed. Should a lamp accidentally break, please follow the following directions:

• Open all doors and windows to ventilate the area for at least 15 minutes.
• Turn off your AC/Fan/Heater so as not to circulate any mercury vapor.
• Young children and pregnant women should leave the area during cleanup.
• Wear appropriate personal protective equipment, such as a dust mask and gloves to keep bulb dust and glass from being inhaled or contacting your skin.
• Carefully remove the larger pieces and place them in a secure closed container.
• Next, begin collecting the smaller pieces and dust. It is recommended that you use two stiff pieces of paper such as index cards or one of the many commercial mercury spill kits available.
• Put all material into a sealed container. Pat the area with the sticky side of duct, packing or masking tape. Wipe the area with a damp cloth.
• Put all waste and materials used to clean up the bulb in a secure closed container and label it "Universal Waste - broken lamp".
